Country ledgers
The planned network records country-level allocations without representing that CODAC is licensed, operational, or authorized in every country.
Release gate
Use or release remains locked until applicable legal, sanctions, tax, charity, verification, voting, governance, security, and audit requirements are satisfied.
No country leader, administrator, or single signer may treat a displayed country allocation as automatically available for spending or beneficiary payment. Live controls require separate approved technical and legal activation.
Emergency assistance remains separately controlled
The Member Portal displays the current development-stage voting and emergency-release framework. Qualification, voting, release limits, audit controls, and country compliance are separate gates; no prototype display executes a real transfer.
